Not this time! Mwahaha!
Even though Halloween isn't really a big thing here (much to my disappointment). Whatever! I do what I want!
This is the Baroness Samedi! A female version of the Baron. Hehe! Or possibly Mamam Brigette, Baron Samedi's wife... or their love child...
I just wanted to mix a bunch of their aspects together because they are both pretty bad ass.
I hope you like her!

Great work! 
I really like how you've incorporated the darkness created by the bill of her hat. It puts most of her face in shadow and I think that's very appropriate for what you're representing!
